Britain and France Will Dispatch Military Personnel to Ukraine if a Peace Agreement is Agreed

The UK and France have inked a declaration of intent concerning the deployment of military forces in the nation if a peace agreement be concluded with Moscow, the British leader, Keir Starmer, has stated.

Subsequent to negotiations with allied nations in Paris, he indicated that the allies would "set up military hubs across Ukraine and build secure structures for military hardware and equipment" to discourage any subsequent invasion.

The coalition members also proposed that the US would assume leadership in monitoring a ceasefire.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet responded on this new development.

The Situation and Ongoing Conflict

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia presently occupies about 20% of the country's land.

"This constitutes a crucial element of our vow to stand with Ukraine for the duration," stated the UK Prime Minister.

Heads of state and high-ranking officials from the "Partner Group" participated in the Paris negotiations.

He stated at a shared media briefing, he further said: "It paves the way for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The UK prime minister added that Britain would be involved in any American-headed monitoring of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff stated that "durable defense assurances and strong economic promises are essential to a enduring ceasefire" in Ukraine – referring to a key requirement made by the Ukrainian government.

Witkoff indicated the allies had "substantially agreed on" their work on finalizing such assurances "so that the Ukrainian people know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's supporters had made "considerable progress" at the negotiations.

He noted that "robust" defense assurances for the Ukrainian government had been reached in the event of a prospective truce.

President Volodymyr Zelensky commented that a "significant step forward" had been made in Paris, but qualified that he would only view efforts to be "adequate" if they resulted in the cessation of the war.

Last week, the Ukrainian leader suggested a settlement was "mostly finalized". Agreeing on the remaining 10% would "determine the future of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for negotiators.
  • The Russian President has often said that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to end the war.
  • The Ukrainian President has to date excluded surrendering any territory, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia does the same.

Russia presently controls about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The areas form the industrial region of Donbas.

The earlier US-led 28-point framework that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's favor.

This led to a period of focused diplomacy – with Ukraine, the US and European leaders trying to amend the proposal.

Last month, Kyiv sent the US an updated proposal – as well as separate documents outlining possible security guarantees and plans for Ukraine's reconstruction, he said.
